This study was ostensibly discontinued with the fall of the Soviet Union but rest assured that more sophisticated and highly classified models continue to the present hour. The war planners continue apace with their nuclear war casualty projections of what percentage of the unsheltered American population will be wiped out in different attack scenarios while the planners and big wigs are safely bunkered of course.

Your job is to get out of the cities now and use this information to help you recognize what are the likely primary, secondary and tertiary targets and position yourself in the best protected geographic areas.
 
Big Caveats
Even though this information is a tool to help you make intelligent decisions for sheltering in place or relocating to safer areas, don’t take statistical models and projections as the gospel truth.

There are always outliers. For example, fallout patterns are based on prevailing winds which in the northern hemisphere are usually from northwest to southeast. On the day of a nuclear event however, you could well have strong gusty winds from the southwest as is typical in Montana in advance  of a cold front that is pushing down from Canada.

Remember, you cannot predict individual events in space-time.  Statistical models are based on aggregate numbers that may have a certain validity in particular cases

Always question the foundational assumptions the model is based on.

With that said, I used this document as guidance in building many blast and radiation shelters in the 1980’s. I trust that it will continue to guide you on your way in your personal quest for anti-fragility come what may.
